ANYBODY AT AFPC

Looking for a answer on why my BOP's are getting denied when others with the same rank and AFSC in the same squardron are getting theres to the same base i just put in for. I have submitted a BOP for Robins AFB 3 times twice when I was a E-5 and once just recently as a E-6 and all three denied because of manning did not support. I talked to a buddy Friday and he put in for a BOP to Robins and got accepted in 2 weeks to Robins and said they were under manned. I have been on station going on 6 years now and if I have to stay in AETC command any longer I am going to flip out. Thanks for any help I anybody could give me
