As far as I know, this Act does not prevent military members from being served/sued while on active duty. It does require that the process serves work through specific official channels (C.O.'s, JAG, etc) It would not be fair if a person could not be sued just because he/she was a service member. That would mean that if someone were injured in an accident due to a service member, that they would not be able to recover damages. That would be unfair.
What it does do is protect the service member against is certain default judgments, where the member cannot appear in court due to inability to attend court proceedings
For the actual implications, you would probably need to speak to JAG.
