Looking for old friend

Hello I am looking for an friend name is James Kidd lived in Rockford, IL use to come down to Neosho, MO for his Marine reserve training. James was born Feb. 17, 1974, ran for the Winnobego County, IL Sheriffs department. Any info would be helpful.
