does anyone know how hard it would be to get a 400 series waiver for the national guard?

just wondering if anyone could help me out. iv been told several things from my recruiter , one day ill need a waiver and the next i wont. he says that its not hard to get but aparently it is becuz ive been waiting for bout 3 or 4 months and nothin has came of it other than just getting frustarted.
i would greatly app. if some one could let me no if the 400 series waivers are hard to get or what
